911 Commission Report.  Referring to the Global War on Terror: ".... long-term success demands the use of all elements of national power: diplomacy, intelligence, covert action, law enforcement, economic policy, foreign aid, public diplomacy, and homeland defense. If we favor one tool while neglecting others, we leave ourselves vulnerable and weaken our national efforts." (pg 363-4). Optimizing all elements of national power in defeating the Global War on Terror requires successful application of the quality technology-- there is no better way.

 Who's Winning ... ?  Historical Perspective -- Trend on the number of crises in four-year periods from 1918  to 2001.  Is conflict inevitable?  There are many schools of thought regarding the causes of war and the conditions needed to prevent conflict. Application of the quality technology to the issue of conflict  includes a  standard approach for defining and tracking indicators to help validate that change is resulting in improvement. 

Strategic Leadership.  Applying the quality basic to assess the effectiveness of a Strategic Leader. 


If human conflict is inevitable, then why not raise awareness and allow people to "bet"
on the capability of the human race to learn and improve?
